MADANI Civil Society Support Initiative is a five-year USAID-funded project managed by FHI 360. MADANI works to strengthen local government accountability and communal tolerance in Indonesia by improving and sustaining local civil society’s capacity, legitimacy, and sustainability in 32 districts in the provinces of Banten, West Java, Central Java, East Java, West Kalimantan, and South Sulawesi, to be scaled up to 64 districts by the end of the project. MADANI works towards this objective by collaborating with local civil society organizations (CSOs) in its targeted districts. These Lead Partner organizations receive technical assistance through a pool of expert trainers, as well as financial assistance and support to organize Learning Forums. The Learning Forums are designed to build partnerships among CSOs, LGs, media, and the private sector to strengthen CSOs’ capacity to advocate for government accountability and communal tolerance. 

To measure how the relationships and networks of Lead Partners develop over time, MADANI annually conducts a Social Network Analysis (SNA) within each of the 32 districts where MADANI is working. The SNA helps the MADANI team better understand district CSO networks focused on specific thematic areas (e.g., natural resource management, intolerance) before, during, and after the establishment of the Learning Forum.  

SNA survey data is used to create network maps to illustrate linkages and gaps between actors. Quantitative metrics (i.e., mean degree and centrality) will be used to identify key conduits between actors, and the “size” of each network and help the project team target support to specific learning forum members via lead partners. SNA surveys will be repeated annually in each of 32 districts/cities of Banten, Central Java, East Java, West Java, South Sulawesi, and West Kalimantan. 

The SNA Survey was conducted over phone call interviews with actors (respondents) in 30 district partners only, as the survey in Kabupaten Wonosobo and Kota Makassar was carried out internally by the MADANI team. There were 473 target actors (respondents) from government institutions, higher education institutions, CSOs, religious figures, and community figures. REDI recruited six (6) phone callers and completed the survey. Overall, REDI collected 387 actors who were successfully interviewed (82.87%), as many as 51 actors were dropped (6.21%), and 29 actors were not interviewed (10.92%).
