Over the past decade, Indonesia has substantially increased its spending on education and now many more Millions of children are in school. However, there is still a significant void in knowledge about what teachers in Indonesia is teaching in the classroom, what the primary constraints they face are, and how teaching quality can be more efficiently and effectively improved. The Government of Australia (GOA), through the Australian Department of Foreign Affairs and Trade (DFAT), is seeking to assist the Government of Indonesia (GOI) to fill this void by establishing Innovation for Indonesia’s School Children (INOVASI). INOVASI is managed by Palladium on behalf of DFAT, and formally started on 18 January 2016. INOVASI has established partnership with Universitas Airlangga (UNAIR), Universitas Muhammadiyah Sidoarjo (UMSIDA) and Sekolah Abdi Kasih Bangsa (SAKB) through grantee scheme. In July 2021, those three institutions start implementing INOVASI character education in 19 targeted schools and Gender Responsive Learning in 10 targeted schools. 

To measure future changes after the programs/interventions, INOVASI will conduct the preparation and implementation of baseline starting from end of July 2021 for these three interventions. For character education, the indicative coverage of baseline study will investigate the current situation in teacher, student, and principals’ knowledge, awareness, perception, practice, and policy related to positive characters that are expected in Profil Pelajar Pancasila and Keterampilan Abad 21. While for gender responsive learning, the overall coverage of baseline study will investigate the current situation in teacher, principal, and student –level knowledge, awareness, perception, practice, and policy related to gender sensitive learning environment.  

The baseline study for each of the program intervention applied quantitative and qualitative methods, including surveys, key informant interviews, and observations. The quantitative data was collected over surveys of principals, teachers, and students. The learning observations were carried out to selected teacher respondents via video tapping during 2-learning hours at front and in the back of the classroom.
